It was in the news out here in Alberta this past weekend, and is sure to cause a stir in car circles, so I tracked down the bill and located the pertinent section. Have a read through this.

21 The Drivers and Vehicles Act is amended by adding the following after section 108:

IMPORTING OLDER MOTOR VEHICLES

Importing older motor vehicles prohibited

108.1(1) Subject to the regulations, no person shall bring a motor vehicle into Manitoba for the purpose of resale if its model year is older than 1995, or another model year that is prescribed by regulation.

Regulations re older motor vehicles

108.1(2) For the purpose of subsection (1), the Lieutenant Governor in Council may make regulations

(a) prescribing a model year that is more recent than 1995 but which is at least 10 years older than the current model year;

(b) defining "model year", and prescribing the date in a year on which a model year begins;

(c) establishing the following classes of motor vehicles, and authorizing vehicles within such a class to be brought into Manitoba for resale, despite the vehicle's model year being older than 1995, or the model year prescribed under clause (a):

(i) antique motor vehicles,

(ii) classic motor vehicles,

(iii) vehicles with low emissions;

(d) authorizing a person to bring a motor vehicle into Manitoba for resale to a person who holds a collector number plate, despite the vehicle's model year being older than 1995, or the model year prescribed under clause (a).

Oh Crap, that don't sound good.
How many other provinces will follow suit on that legislation.

Does this mean one can't bring an old vehicle into the Keystone prov and resell it ?

Basically the NDP is trying to become GREEN because it is the hip thing to do, to score votes. The bill is aimed at dealers bringing is cheap US cars to re sell. An individual can still import whatever they want. It is not yet aimed at Antiques or Classics.

Believe it or not Mike but when I was working at a Ford Dealer we discovered that Mazda (part owned by Ford) and Subaru had spent millions lobbieing the Australian Government to get car 5 years and older off the roads here and then they went back to 10 years, eventually the bill was dropped after a lot of meetings with government officials by the Car enthusiast movement. One good guy we had on our side was the Chief Minister (would be called a governor of a State in the U.S) of the Northern Territory, Marshal Perron. He helped the enthusiast group a real lot with this issue, he told me once when we were having a talk at a BBQ it was a lot closer to getting through than people realised.

Marshal got the Canon Ball run going in the North as well as the Drag strip and other motoring events. That Canon Ball run was something because up in the Territory there is no speed limit on the open road and the strange thing is they have a way lower death rate on the roads than we do in Queensland...interesting eh.

There's nothing in the bill about getting older cars off the road.

It written to restrict the import of older cars for resale.
A defensive measure because they don't want to end up a dumping ground for jurisdictions who are getting older cars off the road.
